Providenciales, Turks and Caicos Islands - Wednesday, 24 June 2026: The Department of Rehabilitation and Community Supervision has taken another significant step toward the opening of the Juvenile Rehabilitation Facility for Boys by hosting consultants from the Carey Group, a United States-based organisation specialising in juvenile justice and residential rehabilitation services.
The consultants were engaged to assist in developing the facility's operational model, as well as the policies and procedures that will guide its operations when it opens later this year.
During their visit, the Carey Group met with various Government Officials and other key stakeholders. The team also toured the facility and hosted a multi-agency workshop involving representatives from the Department of Rehabilitation and Community Supervision (DRCS), Education, Behavioural Health Services, Family and Children Services, Youth Affairs, Gender Affairs, the Royal Turks and Caicos Islands Police Force, and community partners.
The workshop focused on developing a framework for governance, programming, staffing, behavioural management, education services, family engagement, and reintegration planning.
The Juvenile Rehabilitation Facility forms part of the Government's National Crime Prevention Strategy and will address a critical gap in services for at-risk youth. The facility will be a structured rehabilitation environment for boys who cannot be safely managed in the community and require intensive supervision and support.
Hon. Shaun D. Malcolm, Minister of Public Safety, Gender and Religious Affairs and Social Welfare, emphasised the importance of the initiative: This facility represents our commitment to ensuring that no young person is written off because of the challenges they face. For those boys whose needs cannot be safely managed in the community, we must provide a structured environment that promotes accountability, personal growth, and positive change. Our objective is to equip these young men with the skills, support, and opportunities they need to become productive members of society.
