PUBLIC SERVICE STRATEGIC LEADERSHIP MEETINGS CONVENED

Providenciales, Turks and Caicos Islands, 30th January 2026 – The Office of the Deputy Governor of the Turks and Caicos Islands convened two strategic leadership meetings on January 26 and 27, 2026, as part of a proactive initiative to strengthen leadership and enhance public sector service delivery.

The meetings, held in Grand Turk and Providenciales, brought together more than 200 senior public sector leaders, including Permanent Secretaries, Deputy Secretaries, Directors, Deputy and Assistant Directors, Managers and Supervisors.

The primary objective of these mandatory meetings was to clearly define the roles and responsibilities of senior leaders across government, to reinforce adherence to established standards and to strengthen staff accountability.

Her Excellency Anya Williams, Deputy Governor and Head of the Public Service, emphasized the importance of implementing the Turks and Caicos Islands Public Service Roadmap 2025–2030, launched in June 2025. The roadmap outlines a strategic vision to achieve the “Golden Standard” in Public Service.

The roadmap focuses on:

• Fostering a people-centered culture

• Enhancing institutional Strengthening

• Delivering exceptional customer experiences

• Leveraging technological advancements

• Pursuing excellence in governance

• Promoting effective communication

Deputy Governor Williams addressed several pressing challenges currently facing the public service, including: underperformance, absenteeism and inadequate service provision. She stressed that these issues cannot be ignored and require immediate, coordinated action from all levels of leadership.

While acknowledging the many hardworking and dedicated public servants who consistently exceed expectations, she cautioned that poor performance in key areas continues to undermine the overall reputation of the public service. She noted that underperformance not only hampers government efficiency, but also erodes public trust and confidence in government services.

Deputy Governor Williams called for a renewed commitment to excellence and urged leaders to hold both themselves and their teams accountable for performance and service standards.

The meetings also provided an opportunity to introduce the new organizational structure within the Office of the Deputy Governor, a strategic initiative designed to streamline operations and enhance public service delivery.

Presentations were delivered by several directorates and units, including:

Human Resource Management Directorate (HRMD): Updates on the upcoming implementation of a state-of-the-art Human Resources Information System (HRIS), scheduled to launch in March 2026, and an overview of the 2025/26 Recruitment Plan.

Strategy and Compliance Unit: Introduction of newly developed Performance Appraisal Templates, aimed at improving clarity, consistency, and best practices in performance assessments ahead of the launch of a digital performance appraisal system in April 2026.

Learning and Development Directorate: Showcase of a new Learning Management System (LMS) set to launch in February 2026, which will centralize training across government and support leadership development and continuous learning.

Public Service Affairs Unit: Presentation on a comprehensive Customer Service Project, launching in March 2026, including a customer satisfaction survey, a dedicated complaints email and Customer Service Feedback Kiosks. Updates were also provided on the development of an intranet platform scheduled for April 2026, along with strategies to improve employee engagement.

The Ministry of Finance, Investment and Trade gave a presentation focused on fiscal responsibility. Key points included budgeting practices, the impact of fiscal policies on public services and the need for transparency in financial reporting.

A presentation from the Attorney General's Chambers focused on the legal responsibilities of public service leaders, addressing compliance with laws and regulations, the ethical obligations of public officials and the consequences of legal missteps.

Throughout the sessions, leaders actively engaged in discussions, posed insightful questions and shared practical examples from their respective departments. These contributions enriched the dialogue and generated innovative ideas to enhance accountability and service delivery.

Reflecting on the meetings, Deputy Governor Williams stated: “I believe these discussions have sparked fresh enthusiasm and collaboration among our leaders. I extend my sincere gratitude to everyone who attended and a heartfelt thank you to the many public servants who give 100 percent every day. As we move forward, it is crucial that we maintain this momentum and work together to overcome the challenges we face.

Every member of staff plays a vital role in shaping the future of public service in the Turks and Caicos Islands and I am confident that with our shared commitment, we can elevate our standards, improve service delivery and truly become the Golden Standard in Public Service.”

The strategic leadership meetings mark the beginning of a series of staff engagement initiatives that will be implemented across the public service in the coming months.
