Providenciales, Turks and Caicos Islands - Thursday, 19 February 2026: The Ministry of Public Safety and Utilities is pleased to announce the successful completion of the Parole Board Modernisation Project, a national reform initiative designed to strengthen parole decision-making, improve public safety outcomes, and support the rehabilitation and reintegration of individuals returning to the community.
The project, delivered in partnership with the Centre for Effective Public Policy (CEPP), concluded with a Train-the-Trainer programme held 9 - 11 February 2026. The training brought together members of the Parole Board, the Department of Rehabilitation and Community Supervision (DRCS), and His Majesty’s Prison (HMP) to ensure long-term sustainability of the new parole framework. Participants are now equipped to train future personnel and support ongoing implementation locally.
The project established a structured and standardised parole system across the Turks and Caicos Islands, including:

A Parole Policy and Procedures Manual

A Structured Decision-Making Tool

A Comprehensive Training Manual and Train-the-Trainer Programme
These reforms align parole decisions with rehabilitation planning, institutional behaviour, and community supervision practices, which creates a more transparent and accountable system. They also position the Turks and Caicos Islands as a regional leader in modern parole reform, as the first country in the Caribbean to introduce a structured decision-making tool for parole boards.

By investing in a ‘Train-the-Trainer’ model, we aren’t just implementing a one-time fix, we are building local expertise that will sustain this framework for generations. We are ensuring that decisions about parole are not just administrative acts but are strategic interventions that prioritise community safety and the successful return of citizens to society.”
The Ministry will now formally implement the modernised framework across all cases, with ongoing refresher training conducted by certified local trainers. The Government remains committed to evidence-based criminal justice practices that enhance public safety, accountability, and successful reintegration.
